Senior Management Team
Senior managers in the Commission meet on a weekly basis to discuss and take collective decisions on procedure, staffing and resource issues, and co-ordinate policy advice to the Commissioners.
Catriona Maclean, Chief Executive
Responsible for the overall operations and management of the Crofting Commission, including financial controls. Oversees the delivery of effective, consistent and transparent regulatory services. Also ensures that Ministers, the Commission's Convener and Commissioners receive accurate information and objective advice, and that the Commission executes its statutory duties and powers fully and effectively. Has a central role in building on external relations, co-operation and communications with key stakeholders and the wider public.
David Findlay, Solicitor
Responsible for providing Commissioners and staff with expert legal advice on the general principles and practical implementation of the Crofting Acts and other legislation.
John Toal, Head of Policy & Crofting Duties
Supports the Board in formulating strategic policy on a range of external and internal issues in pursuit of their operating objectives.
The Duties team works to increase the contribution crofting makes to rural communities and to the national outcomes identified by the Scottish Government. A key element of the team’s work is to increase the number of resident crofters.
Donna Smith, Head of Information Systems
Responsible for the management of IT based systems such as Geographic Information System (GIS), Crofting Administration Database System (CADS), Intranet, and IT network infrastructure and administration.
Leads on the provision and reporting of statistical and geographical information The Information Systems team is also responsible for monitoring data quality, business process design & improvement and supporting ongoing projects introduced by the 2010 Crofting Reform Act.
Responsibility for the overall management of the regulatory teams. Also manages the Commission's role as a statutory consultee and provides input to Local Development Plans as and when required.
Jane Thomas, Head of Corporate and Customer Services
Responsible for finance, communications and customer services for internal and external stakeholders. Lead Officer for Equality & Diversity and training.
